二、LED 驅動器檢驗強制執行及系列分類原則說明2. Mandatory Inspection of LED Drivers and Series-Classification Principles

自 2027 年 1 月 1 日起，無論是進口或國內產製之 LED 驅動器，均須完成相關檢驗程序後，始得於國內市場販售。日前 BSMI 已擬定 LED 驅動器之系列分類原則，相關規定如下所示。鑑於檢驗程序需投入一定時間，強烈建議業者儘早啟動系列分類規劃及申請作業，以確保產品上市時程不受影響，搶佔市場先機。From 1 January 2027, all LED drivers — whether imported or domestically produced — must complete the required inspection procedures before they may be sold on the domestic market. BSMI has established the series-classification principles for LED drivers, as set out below. Because inspection takes time, manufacturers are strongly advised to begin series-classification planning and applications early, so that product launch schedules are not affected and market opportunities can be secured.

Ⅰ 類、Ⅱ 類、Ⅲ 類，不可同為系列。Class I, Class II and Class III cannot belong to the same series. 金屬外殼（或有金屬及塑膠之複合材質）、塑膠外殼不可為同系列。Metal enclosures (or metal-plastic composites) and plastic enclosures cannot be in the same series.
  1. 同一系列型式，以消耗功率最大者為主測，須進行 CNS 61347-1 及 CNS 61347-2-13 全項測試、EMI 測試及 IEC 61000-3-2 諧波測試。The model with the highest power consumption in a series is the primary test sample and must undergo full testing to CNS 61347-1 and CNS 61347-2-13, EMI testing and IEC 61000-3-2 harmonics testing.
  2. 系列型式測試項目：Testing items for series models:
    • 相同電路佈線（layout），PCB 基板大小相同，加測 CNS 61347-1 第 7 節標示及 CNS 61347-2-13 第 7 節標示、第 21 節測試。Same layout, same PCB size: additionally test CNS 61347-1 Cl.7 marking and CNS 61347-2-13 Cl.7 marking and Cl.21.
    • 相同電路佈線（layout），PCB 基板不同尺寸大小，加測 CNS 61347-1 第 7 節標示、第 9 節接地、第 12 節絕緣耐電壓、第 16 節沿面及空間距離及 CNS 61347-2-13 第 7 節標示、第 21 節等測試。Same layout, different PCB size: additionally test CNS 61347-1 Cl.7 marking, Cl.9 earthing, Cl.12 dielectric strength, Cl.16 creepage and clearance, and CNS 61347-2-13 Cl.7 marking and Cl.21.
    • EMI 測試：抑制元件、干擾元件與主測不同者，須測試。EMI testing: required where suppression or interference-related components differ from the primary sample.
    • IEC 61000-3-2 諧波測試：不同功率（W），須測試。IEC 61000-3-2 harmonics testing: required for models of different wattage.

三、印度 BIS 修訂證書延展機制，證書效期延長至五年3. India BIS Revises Renewal Mechanism — Certificate Validity Extended to Five Years

印度標準局（BIS, Bureau of Indian Standards）近期發布《Conformity Assessment Regulations》修訂內容，針對 BIS 證書之有效期限及延展機制進行調整。依新規定，符合相關要求之產品證書，將可直接核發五年有效期。The Bureau of Indian Standards (BIS) recently issued amendments to its Conformity Assessment Regulations, adjusting the validity period and renewal mechanism for BIS certificates. Under the new rules, certificates for compliant products may be issued directly with a five-year validity.

但需特別留意的是，雖然證書有效期已延長至五年，證書持有者仍須依規定每年繳納年度費用（Annual Fee），並持續履行相關合規義務，包括年度生產資料申報、產品資訊維護等事項。若未依規定完成年度義務或繳納年度費用，證書仍可能面臨暫停或失效之風險。Note, however, that although validity is extended to five years, certificate holders must still pay the Annual Fee each year and continue to meet their compliance obligations, including annual production-data declarations and product-information maintenance. Failure to complete the annual obligations or pay the fee may still result in suspension or invalidation of the certificate.

四、印度：MeitY 發布 IS/IEC 62368-1:2023 系列型號指南4. India: MeitY Releases Series Guidelines for IS/IEC 62368-1:2023

印度電子暨資訊科技部（Ministry of Electronics and Information Technology, MeitY）於 2026 年 5 月 20 日發布 Circular No. W-47/34/2025-IPHW《Series Guidelines for Products Falling under IS/IEC 62368-1:2023》，針對適用 IS/IEC 62368-1:2023 之產品建立統一的系列（Product Series）審查原則，作為產品系列歸類及測試樣品選取之依據。On 20 May 2026, the Ministry of Electronics and Information Technology (MeitY) issued Circular No. W-47/34/2025-IPHW, "Series Guidelines for Products Falling under IS/IEC 62368-1:2023", establishing unified Product Series review principles for products covered by IS/IEC 62368-1:2023, as the basis for series grouping and test-sample selection.

《Product Family 定義》Definition of a Product Family

根據指南第 1 條規定，Product Family 應以產品之最大配置（Maximum Configuration）作為基礎，涵蓋所有關鍵零組件及次組件（Sub-assemblies），並說明系列內其他型號如何由該最大配置衍生而成。同一 Product Family 內之產品原則上應具備：Under Clause 1, a Product Family shall be based on the product's Maximum Configuration, covering all key components and sub-assemblies, and shall explain how other models in the series are derived from that maximum configuration. Products within the same Product Family should in principle have:

  • 相同或相近之設計架構the same or similar design architecture
  • 相同之安全相關零組件（Safety Critical Components）the same Safety Critical Components
  • 相同之結構設計the same structural design
  • 能符合相同之安全要求the ability to meet the same safety requirements

符合系列型號之主要判定條件Main criteria for qualifying as a series

（一）系列內型號數量限制(1) Number of models per series

根據指南第 2.1 條規定：Under Clause 2.1:

  • 每個系列最多可包含 10 個型號。Each series may contain at most 10 models.
  • 每 10 個型號至少需選擇 1 個樣品進行測試。At least 1 sample must be selected for testing per 10 models.
  • 測試樣品應選擇 Worst-Case Configuration（最不利安全配置）。The test sample shall be the Worst-Case Configuration.

（二）IP 等級一致性要求(2) IP-rating consistency

根據指南第 2.2 條規定：Under Clause 2.2:

  • 同一系列內所有型號必須具有相同之 IP Rating。All models in a series must have the same IP rating.
  • IP 等級須依 IS/IEC 60529 進行測試。IP rating shall be tested to IS/IEC 60529.
  • 若產品宣稱具備 IP 防護功能，則須完成相關驗證。If the product claims IP protection, the corresponding verification must be completed.

（三）外殼與防護結構一致性(3) Enclosure and protective-structure consistency

系列內產品應維持一致之：Products in a series shall maintain a consistent:

  • Fire Enclosure
  • Electrical Insulation Barrier
  • Protective Housing

若涉及尺寸變更，不得影響下列安全特性：Where dimensions change, the following safety characteristics must not be affected:

  • 安全間距（Clearance）Clearance
  • 爬電距離（Creepage）Creepage
  • 通風結構Ventilation structure
  • 防火保護能力Fire-protection capability

（四）絕緣等級不得混用(4) Insulation classes must not be mixed

同一系列產品必須屬於相同之 Electrical Class：Products in a series must belong to the same Electrical Class:

  • Class I
  • Class II
  • Class III

不同絕緣等級之產品不得納入同一系列。Products of different insulation classes cannot be placed in the same series.

（五）能源來源與保護措施須一致(5) Energy sources and safeguards must be consistent

系列內產品應具有相同之：Products in a series shall have the same:

  • Energy Source Classification
  • Safeguard Classification

同時要求：It is also required that:

  • 安全關鍵零件（Safety Critical Components）須相同Safety Critical Components must be the same
  • 主 PCB 佈局須相同the main PCB layout must be the same
  • 保護電路設計須相同the protective-circuit design must be the same

（六）供電方式不得混合(6) Power-supply methods must not be mixed

下列產品不得歸屬於同一系列：The following cannot be grouped in the same series:

  • External Power Source Products
  • Internal Mains Power Supply Products
  • Battery Operated Products

其中，電池產品尚須符合下列一致性要求：In addition, battery products must meet the following consistency requirements:

  • 相同電池化學系統（Battery Chemistry）the same Battery Chemistry
  • 相同充電電路the same charging circuit
  • 相同保護電路the same protection circuit
  • 相同 PCB Layoutthe same PCB layout

（七）主動散熱與被動散熱應分別歸類(7) Active and passive cooling shall be classified separately

採用下列不同散熱方式之產品，不得歸屬於同一系列：Products using the following different cooling methods cannot be grouped in the same series:

  • Fan Cooling
  • Passive Cooling

（八）其他系列判定條件(8) Other series criteria

指南另要求下列特性應維持一致：The guidelines further require the following to remain consistent:

  • Form Factor
  • Display / Non-Display
  • Touch / Non-Touch
  • Charging Method
  • Number of Outputs
  • Frequency Configuration
  • Mounting Method
  • Wireless Transmitter / Receiver Configuration

若上述條件存在重大差異，應視為不同系列，並分別提出申請。If there are significant differences in the above conditions, the products shall be treated as different series and applied for separately.
