一、IEC 61558-2-16:2021溫升測試要求更新解析1. IEC 61558-2-16:2021 Temperature Rise Test Requirements Updated Analysis

IEC 61558-2-16:2021 已調整正常工作條件下之溫升測試電壓要求，主要更新內容如下：

- 單一額定電壓設備：
測試時，須分別於額定輸入電壓的0.9倍及1.1倍條件下進行。
- 寬電壓範圍設備：
若設備標示為一電壓範圍，例如 100V–240V，則須分別於最小額定電壓的0.9倍（例如90V），以及最大額定電壓的1.1倍（例如264V）條件下進行測試。

相較於IEC 61558-2-16:2005+A1:2009，新版標準對溫升測試的電壓條件要求較為嚴格。因此，預計申請 IEC 61558-2-16:2021 版次之業者，建議提早確認產品是否可符合上述要求。

IEC 61558-2-16:2021 has adjusted the temperature rise test voltage requirements under normal operating conditions. The main updates are as follows:

- Single rated voltage equipment:
The test must be carried out under conditions of 0.9 times and 1.1 times the rated input voltage respectively.
- Wide voltage range devices:
If the equipment is marked with a voltage range, such as 100V–240V, it must be tested at 0.9 times the minimum rated voltage (for example, 90V) and 1.1 times the maximum rated voltage (for example, 264V).

Compared with IEC 61558-2-16:2005+A1:2009, the new version of the standard has stricter requirements on the voltage conditions for temperature rise testing. Therefore, companies that plan to apply for the IEC 61558-2-16:2021 version are recommended to confirm in advance whether their products can meet the above requirements.

二、韓國：KATS 預告修訂《電氣用品及生活用品安全管理運用要領》2. South Korea: KATS previews revision of "Safety Management and Application Essentials of Electrical Supplies and Daily Supplies"

2026年5月11日，韓國國家技術標準院（KATS）發布第2026-143號公告，針對《電氣用品及生活用品安全管理運用要領》（전기용품 및 생활용품 안전관리 운용요령）提出部分修訂案行政預告，以確保電氣用品及生活用品安全管理制度之順利運作。
本次修訂主要涉及以下兩項內容：

  • 修訂附表2（별표 2）Tablet PC相關標準：

針對 Tablet PC（平板電腦）相關判定標準進行修訂，調整內容涉及螢幕對角線長度（화면 대각선 길이）之相關規定。

  • 修訂附表19（별표 19）單電池自體檢查試驗項目：

針對單電池（단전지）之自體檢查試驗項目進行調整。

本次修訂案已於2026年7月10日完成意見徵集。後續相關業者可持續關注KATS正式公告，並依最終公布之修訂內容確認產品之韓國市場合規要求。

On May 11, 2026, the Korea National Institute of Technical Standards (KATS) issued Announcement No. 2026-143, regarding the "Safety Management and Application Essentials of Electrical Supplies and Daily Supplies" (전기용품 및 생활용품 안전관리 운용요령) proposed an administrative notice of partial amendments to ensure the smooth operation of the safety management system for electrical appliances and daily necessities.
This revision mainly involves the following two contents:

  • Revised Schedule 2 (별표 2) Tablet PC related standards:

The relevant judgment standards for Tablet PC (tablet computers) are revised, and the adjustments involve the relevant regulations of the screen diagonal length (화면 대각선 길이).

  • Revised Schedule 19 (별표 19) single battery self-inspection test items:

Adjustments have been made to the self-inspection test items of single cells (단전지).

This revision has completed the collection of opinions on July 10, 2026. Relevant industry players will continue to pay attention to the official announcement of KATS and confirm the Korean market compliance requirements of the products based on the final announced revisions.

三、墨西哥：修訂手機產品進口適用之 NOM 要求3. Mexico: Revise the NOM requirements applicable to the import of mobile phone products

墨西哥經濟部於2026年5月29日在《聯邦官方公報》（Diario Oficial de la Federación，DOF）發布對外貿易一般規則修訂公告，調整部分手機產品進口時適用之墨西哥官方標準（NOM）規定，主要涉及NOM-001-SCFI-2018及NOM-024-SCFI-2013。相關修訂自2026年5月30日起生效。

  • 受影響產品：

此次修訂涉及以下3項手機相關稅則號列：

  • 8517.13.01：智慧型手機（Teléfonos inteligentes）
  • 8517.14.91：其他行動電話（手機）及其他無線網路電話
  • 8517.18.99：其他產品（限定適用於智慧型手機、其他行動電話及其他無線網路電話等產品）
  • 新增 NOM-001-SCFI-2018 適用要求：

墨西哥經濟部指出，以下3項稅則號列之相關產品屬於NOM-001-SCFI-2018的適用範圍，因此此次修訂將其正式納入《NOM附件》（Anexo 2.4.1）第1項，以明確產品進口時之NOM合規要求：

  • 8517.13.01 — NOM-001-SCFI-2018
  • 8517.14.91 — NOM-001-SCFI-2018
  • 8517.18.99 — NOM-001-SCFI-2018

NOM-001-SCFI-2018為「電子設備－安全要求及測試方法」（Aparatos electrónicos-Requisitos de seguridad y métodos de prueba），主要規範電子設備應符合之安全要求及相關測試方法。

  • 同步調整 NOM-024-SCFI-2013 產品描述：

此次修訂亦同步調整上述3項稅則號列於《NOM附件》（Anexo 2.4.1）第3項中NOM-024-SCFI-2013的相關產品描述，以進一步明確手機、智慧型手機及其他無線網路電話等產品之適用範圍。

NOM-024-SCFI-2013為「電子、電氣及家電產品包裝、說明書及保固之商業資訊」相關標準（Información Comercial para empaques, instructivos y garantías de los productos electrónicos, eléctricos y electrodomésticos）。

以稅則號列8517.13.01為例，修訂後的產品描述涵蓋具有發射及接收功能之行動設備，及一般所稱之行動電話與智慧型手機；8517.14.91及8517.18.99的相關產品描述亦同步進行調整。

- **特定簡化進口情形不再適用 NOM 合規例外
**此次公告亦修訂外貿規則第2.4.11條第IX及IX BIS款。

該規定涉及透過已向墨西哥稅務管理局（SAT）登記之快遞及包裹業者，以簡化程序辦理進口之貨物。依現行規定，符合特定貨值及其他條件之貨物，可適用相關簡化進口程序。

此次修訂後，8517.13.01、8517.14.91及8517.18.99被列入第2.4.11條第IX及IX BIS款之排除清單。

換言之，上述3項手機相關產品不得適用第2.4.11條第IX及IX BIS款所規定之相關簡化程序，進口時仍須依適用規定辦理並符合相應之NOM要求

The Mexican Ministry of Economy issued an announcement on the revision of the general rules of foreign trade in the Diario Oficial de la Federación (DOF) on May 29, 2026, adjusting the Mexican Official Standards (NOM) regulations applicable to the import of some mobile phone products, mainly involving NOM-001-SCFI-2018 and NOM-024-SCFI-2013. The relevant amendments will take effect from May 30, 2026.

  • Affected products:

This revision involves the following three mobile phone-related tax codes:

  • 8517.13.01: Smartphones (Teléfonos inteligentes)
  • 8517.14.91: Other mobile phones (cell phones) and other wireless Internet phones
  • 8517.18.99: Other products (limited to smartphones, other mobile phones, other wireless Internet phones and other products)
  • New NOM-001-SCFI-2018 applicable requirements:

The Mexican Ministry of Economy pointed out that the following three tariff codes related products fall within the scope of application of NOM-001-SCFI-2018. Therefore, this revision will officially include them in item 1 of the "NOM Annex" (Anexo 2.4.1) to clarify the NOM compliance requirements when the products are imported:

  • 8517.13.01 — NOM-001-SCFI-2018
  • 8517.14.91 — NOM-001-SCFI-2018
  • 8517.18.99 — NOM-001-SCFI-2018

NOM-001-SCFI-2018 is "Electronic Equipment - Safety Requirements and Test Methods" (Aparatos electrónicos-Requisitos de seguridad y métodos de prueba), which mainly specifies the safety requirements and related test methods that electronic equipment should comply with.

  • Synchronized adjustment NOM-024-SCFI-2013 Product Description:

This revision also simultaneously adjusts the relevant product descriptions of NOM-024-SCFI-2013 listed in item 3 of the NOM Annex (Anexo 2.4.1) for the above three tariff codes to further clarify the applicable scope of mobile phones, smart phones and other wireless Internet phones.

NOM-024-SCFI-2013 is a standard related to "Commercial information on electronic, electrical and home appliance product packaging, instructions and warranties" (Información Comercial para empaques, instructivos y garantías de los productos electrónicos, eléctricos y electrodomésticos).

Taking tariff code 8517.13.01 as an example, the revised product description covers mobile devices with transmitting and receiving functions, as well as commonly known as mobile phones and smart phones; the related product descriptions of 8517.14.91 and 8517.18.99 are also adjusted simultaneously.

- **NOM compliance exception no longer applies to certain simplified import situations
**This announcement also amends Article 2.4.11, Clauses IX and IX BIS of the Foreign Trade Rules.

This regulation involves simplifying procedures for importing goods through courier and parcel operators registered with the Mexican Tax Administration (SAT). According to current regulations, goods that meet specific value and other conditions may be subject to relevant simplified import procedures.

After this revision, 8517.13.01, 8517.14.91 and 8517.18.99 are included in the exclusion list of Sections IX and IX BIS of Article 2.4.11.

In other words, the above three mobile phone-related products shall not be subject to the relevant simplified procedures stipulated in Article 2.4.11 IX and IX BIS. When imported, they must still be processed in accordance with applicable regulations and comply with the corresponding NOM requirements.
